Choosing layers for an indoor-heavy day
Let the room where you spend most of your time influence the base outfit, then solve the journey separately.

Count time, not just temperature
A cold morning can dominate the wardrobe decision even when most of the day will be spent indoors. Look at the schedule: a short journey and many hours in a heated room call for a different arrangement from an outdoor day. Choose a base outfit that works at the destination, then add a suitable outer layer for the exposed part of the route.
This does not mean ignoring the weather. It means avoiding a very heavy indoor top solely because it is cold at the front door. A removable coat may be easier to manage than a thick jumper you cannot comfortably take off. If the room temperature varies, a cardigan or light overshirt can provide an intermediate adjustment.
Make every removable stage presentable
Try the outfit with the coat off, then with the middle layer off if that is likely. The remaining shirt or T-shirt should suit the setting and sit well with the trousers. A base chosen only to be hidden can make you keep unnecessary layers on. That defeats the flexibility you intended when you dressed in several pieces.
Check that taking off a layer does not pull the shirt out of place or leave the sleeves twisted. Smooth, compatible layers can be easier to rearrange than several bulky ones. There is no requirement to remove everything at once. Choose a sequence that lets you adapt without finding a changing room each time the environment changes.
Plan the storage point
A coat hook, locker or chair affects what is convenient. If you move between buildings and carry every layer, a large coat may become a burden even if it is comfortable outside. If you have a reliable place to leave it, the same coat can be an easy solution. Dress for the actual storage available, not the one you wish the destination had.
Keep accessories similarly manageable. A scarf and hat can help during the journey but need somewhere to go afterwards. Avoid overfilling trouser pockets with removed items. Before leaving, check the most likely indoor version in the mirror and make that your reference outfit. The outer layers then support the journey instead of forcing the whole day to remain dressed for its coldest ten minutes.
